Foundational Agreement & Operating Principles

1. Purpose

The Council of Prophets exists to hear the voice of the Lord for cities, regions, and nations; to release prophetic decrees that shape destiny; and to walk in accountability, truth, and covenant fellowship.

2. Ethics

All members commit to uphold the highest standard of integrity:

• Truthful – All prophetic words are spoken in truth, aligned with the Word of God.

• Non-Coercive – No manipulation, control, or undue influence in prophetic ministry.

• Non-Partisan – The council does not serve political parties, but the Kingdom agenda.

• Confidentiality – Internal council matters, personal revelations, and sensitive information remain secure.

• Tested Words – Every prophetic release is measured by Scripture, wise counsel, and fruit.

3. Process (HTTAR)

The prophetic process follows this pattern:

• Hear → Listening for the voice of God.

• Test → Judging words in light of Scripture, counsel, and spiritual discernment.

• Time → Waiting for divine timing before release.

• Act → Releasing decrees or taking apostolic action.

• Review/Rest → Every action followed by an After-Action Report (AAR) for evaluation and accountability.

4. Safeguarding

Boundaries are established for protection, accountability, and order:

• No directional words (marriage, relocation, finances, etc.) given to individuals outside of approved protocol.

• All media, public statements, or press releases flow through the appointed Communications Lead.

All activities honor legal, ethical, and safety boundaries.
